Led by Sal Leopoldo, Halcyon has grown in size with a first-rate leadership team in place. The team brings over 200 years of collective experience designing, managing, and constructing Civil and Mechanical projects of varying magnitude throughout the Tri-State area
Halcyon’s Executive Management team has an average tenure of 40 years with the Company. Sal Leopoldo, President, and Assad Dilmaghani, VP have been members of the executive management team since soon after the Company’s inception in 1979. In addition, they have groomed a strong and tenured group of employees with a deep understanding of the industry’s demands. Both Sal and Assad collectively have over 70 years of experience in the water and sewer construction industry. Throughout Halcyon’s history, members of the Executive Management team have cultivated formidable working relationships with New York City’s Department of Environmental Protection and Department of Design and Construction.
Joseph Zuzzolo
Board Member
Mr. Zuzzolo is a graduate of New York University with a B.S. in Mechanical Engineering and an M.S. in Engineering Mechanics. He is also a licensed Professional Engineer in the State of New York. With 49 years of experience working in construction management, Mr. Zuzzolo has developed an expertise in heavy subsurface construction, including wastewater treatment plants and pump stations, throughout New York, Pennsylvania and the City of New York. He presently oversees all Halcyon field operations, while administering general and technical endeavors within the organization, as well as bidding
Sal Leopoldo
President
Mr. Leopoldo is a graduate of Westchester Community College with an A.A.S. in Civil Technology and an A.A.S. in Engineering Science. He has been with Halcyon for 37 years holding various positions as Construction Superintendent, Project Manager, and Project Estimator. Mr. Leopoldo currently provides all estimating for heavy Highway, Sewer, and Water Projects.
Assad Dilmaghani
Vice President
Mr. Dilmaghani is a chief administrator for all corporate mechanical projects from bid to construction. He is a graduate of the Polytechnical Institute of New York, with a B.S. in Mechanical Engineering and an M.S. in Industrial Engineering. Mr. Dilmaghani has over 36 years of experience including working as an Area Engineer for the City of New York’s Department of Environmental Protection.
Maria Dioguardi
Chief Financial Officer
Ms. Dioguardi is a graduate of Fordham University with a B.B.A. in Finance. She has 30 years of experience in construction accounting which includes managing and supervising accounting departments for companies with over $500 million in annual revenue. She has extensive experience working with Project Managers to monitor direct costs and maintain budgetary data and is responsible for all fiscal tracking, reporting and analysis
