Halcyon Construction Corporation is a premier engineering and services company, specializing in infrastructure construction. The Company, headquartered in Pleasantville, New York, was founded in 1979. Halcyon provides expertise in the field of sewers, sewage treatment plants, water mains, water treatment plants, heavy and highway construction, site work, electric-telephone-gas main relocation and installation, and pump stations. The Company works closely with municipal agencies such as the New York City Department of Environmental Protection ("DEP"), Department of Design and Construction ("DDC") and Westchester County Department of Public Works ("WCDPW") and has conducted projects on their behalf throughout the five boroughs. The company operates from its headquarters located in Pleasantville, New York.
Our Story
Halcyon was founded in 1979 by Charlie Casarella and Joseph Zuzzolo in Pleasantville, New York. They used their experience working for municipal agencies and construction management companies to offer services for water mains, sewers, pump stations, and treatment plants. In 1986, they hired Assad Dilmaghani and in 1987, Sal Leopoldo, expanding the company's services. Throughout the 1990s, Halcyon experienced sustained growth due to large highway and trunk water main projects, and in the early 2000s, they were awarded a contract for emergency water main repairs. In 2002, they completed a major project for New York City using no-dig technology, gaining a positive reputation within the industry.
Currently, the company continues to grow with experienced leaders Sal and Assad at the helm, working on new projects such as the DUMBO and Chambers contracts.

Led by Charlie Casarella and Joseph Zuzzolo, Halcyon has grown in size with a first-rate leadership team in place. Our team brings over 200 years of collective experience designing, managing, and constructing Civil and Mechanical projects of varying magnitude throughout the Tri-State area.

The company operates from its headquarters located in Pleasantville, New York. In addition to the Company’s headquarters, the company is leasing a yard in Brooklyn and The Bronx and a field office in the Bronx.
